2006.1 handbook could be seen here
http://sources.gentoo.org/viewcvs.py/gentoo/xml/htdocs/doc/en/handbook/2006.1/
However, I can't check it out using 
cvs -d :pserver:anonymous@anoncvs.gentoo.org/var/cvsroot co

You did not use the correct command.
You didn't tell CVS what PART of the tree you wanted to check out.

cvs -d :pserver:anonymous@anoncvs.gentoo.org/var/cvsroot co gentoo/xml/htdocs/doc/en/handbook/2006.1

Maybe it was because the network connection was down before I could check it out completely.
You may know that the optical wires under the sea near Taiwan was cut off because of earthquake recently happened in Taiwan.

fiber being cut in the ocean does not directly relate to using the 
wrong commands to checkout from anoncvs.

OK, I don't familiar enough with cvs and I should have reported precisely what I've done and don't make any assumption.
Actually I used this command:
cvs -d :pserver:anonymous@anoncvs.gentoo.org/var/cvsroot co
gentoo/xml/htdocs/doc/en
which I thought has the same effect as the one below:
cvs -d :pserver:anonymous@anoncvs.gentoo.org/var/cvsroot co
I should have mentioned this in my last comment.

By "the same", I mean "could check out"
