postgresql-ocaml is back at 1.4.6 -- it's now up to 1.6.1.

Additionally, the ~amd64 flag should be set for up-to-date builds

Bugs #152981 and #152994 have already been opened for version bumps, but haven't been answered.

My bad: I thought it wasn't a duplicate, since it was a yet-further version bump.  I'll update the duplicate bug to request 1.6.1.
