Since it doesn't look like you can reopen an old bug, I cloned the old bug since it's still not fixed.  I noticed the changelog for emerald-themes by Saleem Abdulrasool.  He added the * to the dependency in emerald-themes but that does not fix the problem.  The problem is in fact not with emerald-themes but it is with emerald-0.1.2 which has a dependency on emerald-themes-0.1.2 only.  The * needs to go in emerald, not emerald-themes.

x11-misc/emerald-themes-0.1.2-r1 is forced to be downgrated because of this line in emerald-0.1.2 ebuild:
PDEPEND="=x11-misc/emerald-themes-0.1.2"
