On most distros config files for net-snmp packages places in /etc/snmp . Thats
right location according to FHS. But in gentoo it placed in /usr/share/snmp. I
think it should be moved.

Fixed in the new 5.0.9-r1 version. Please give that a try.

emerge  net-analyzer/net-snmp/net-snmp-5.0.9-r2.ebuild

ls /etc/snmp: empty

snmpconf

ls /etc/snmp: empty

Where is the fix?

snmpconf always create config files in current working directory unless you
specify `-i' option so you need manualy copy them into /etc/snmp
