There is a known major bug with libvorbis-1.1.0's encoding quality and GCC 4.x when GCC does any optimization whatsoever. The Oggs encoded with this broken libvorbis sound really, /really/ bad. I can provide samples of the difference between a qual 3 ogg in the broken encoder and the same song encoded with a non-broken one. Xiph discovered this issue and fixed it in libvorbis-1.1.2, which has been ~x86 for a while. It would be nice to not have our users encoding lots and lots of really crappy Oggs, whether through a backport of the patch that fixes the bug or a (seemingly safe; I reencoded something like 1000 Oggs overnight to replace ones that had the skeevy sound) version bump.
May be it's time to have 1.1.2 stabilized. In bug #149855 , Flameeyes stated that he doesn't want to stabilize it unless there is a reason. libvorbis-1.1.2 USE="-aotuv" looks good for me too on x86. i'm still able to play ogg files using audacious-1.2.1 and the files i've just ripped from a cd to ogg using sound-juicer-2.14.4 are fine.

I've been running with this version of the library ever since I posted the bug with no problems whatsoever, encoding tracks, listening to them via XMMS and on the command line, and so on. I'm running x86.
