In /etc/portage/package.mask:
...
>=app-arch/tar-1.16
...

localhost anton # emerge -up world

These are the packages that would be merged, in order:

You don't understand :)
I don't want 1.16 so I masked it.

My current version is 1.15.92-r1

However, portage suggests to downgrade when 1.15.92-r1 isn't masked in package.mask

Of course, because the only available versions are 1.15.1-r1 and 1.16 (which you've masked for yourself).
