Apparently those modules can be removed; after that, I think we need to bring 'xworks-core' (as struts-xworks) and 'core' (as struts) into the Portage tree. I'm not completely sure about that, but it should be possible to proceed here.
The 1.2 version is not supported anymore. I this this is affected by a lot of security bugs : http://secunia.com/community/advisories/search/?search=struts Please bump it ASAP or start the removal process.
I have struts locally which I think was bump ready (already fixed up most or all deps), =dev-java/struts-2.3.15.2, will try to bump that later today or tomorrow; will determine what to do with the package as soon as I know what state the bump is in, perhaps we could mask it momentarily if I can't bump it within a day.
Let's progress further on bug #405931; since it was bumped, no removal is needed.
