When compiling vnc-4.0-r1, I get the following error only when the "server" USE flag is enabled:

attributes.c:1094: error: static declaration of 'ExecCommand' follows non-static declaration
attributes.h:113: error: previous declaration of 'ExecCommand' was here

This does not happen when compiling without the "server" USE flag. I researched this and found the gcc-4.0 and beyond do not allow mixing of static and non-static function declarations. I found this on the freedesktop forums here: http://lists.freedesktop.org/archives/xorg-bugzilla-noise/2004-December/005072.html

Use 4.1.2, we won't be fixing anything in 4.0.
