Updated ebuild for libpqxx-2.6.8

Tested; this one compiles on x86 with gcc-4.1.1 and glibc-2.4-r3 and therefore should solve problems with the current version 2.5.1 in portage (bug #146453). 

This one is also needed to resolve bug #108387 as kpogre does not compile against libpqxx-2.5.5. This also happens to kpogre-1.4.0 whose README points out libpqxx-2.5.5 or newer is needed as a dependency. However, I was not able to compile kpogre-1.4.0 against libpqxx-2.5.5. Compiling against the current version libpqxx-2.6.8 worked fine.
