app-shells/bash-completion The /etc/profile only source files with *.sh from the profile.d directory. Because bash-complition doesn't have this extension it will not be sourced durring boot. It also cause that /etc/bash_completion.d/gentoo from app-shells/gentoo-bashcomp package to fail during sourcing. Hope this help resolve this problem in the near future.
