No, it is still broken.
I am using some other protocols as well but this doesn't help if my friends or whoever still use icq :( Anyway is it not just kopete having that problem?
The problem with ICQ was solved in 0.12.1-r2, but as AOL seems to like changing the protocols every other day, really consider moving to Jabber. See http://farragut.flameeyes.is-a-geek.org/articles/2006/07/31/the-icq-mess-part-n-m-k-1
