In the ebuild(5) man page I read that files get installed by dohtml
"provided the file ends in .html, .png, .js, .jpg, or .css"

In the dohtml sources on the other hand I read
self.allowed_exts = [ 'png', 'gif', 'html', 'htm', 'jpg', 'css', 'js' ]

I checked *.gif gets really installed.
I think you should add .gif and .htm to the man page.

This is portage-2.1.1_pre2-r6
