Re-assigning to portage folks... this is pretty much normal w/ FEATURES="userpriv", so the warning is somewhat questionable.
I think we should just drop this particular QA warning. It's never valid to install files with portage uid/gid. Why not just map the uid/gid and be done with it? Anything else is more work for questionable benefit.
