current version of pam-login is 3.17
trying to upgrade from sys-apps/shadow-4.0.7-r4 to sys-apps/shadow-4.0.15-r2
sys-apps/pam-login-4.0.14 requires >=sys-apps/shadow-4.0.11.1-r1 while sys-apps/shadow-4.0.15-r2 requires !sys-apps/pam-login

command used: emerge --update --deep --newuse -pv world

seems to be conflicting dependencies.

The conflict is on purpose.  Blockers are a natural occurrence in Gentoo and are put in specifically and for a reason.
