When executing any of the apps within gnome-system-tools as a user it doesn't let me do anything (not being root).
I know ubuntu is using of some hacks to get gnome-system-tools to use sudo capabilities. Maybe you can have a look at their patch and propose one for gentoo. Maybe this could be available via a USE flag ?
When you say "it doesn't let me do anything", do you mean that the window comes up but all widgets are greyed out and unusable? If so, this is a bug in gnome-system-tools where it runs su but gets stuck in an infinite loop. gksu and gnomesu are not needed, g-s-t includes it's own implementation of that, it is just a bit buggy.

I use gksu as a workaround: gksu users-admin With the (rejected) upstream patch applied a su windows appears when I run the system tools but then it hangs when I Ok the changes instead.
this used to work well on my machines with the internal su system and is now completely deprecated by newer gnome-system-tools anyway. Closing because fixing more recent version is our priority.
