Add CPAN ebuild to update perl-5.8.0's version from 1.61->1.63.  Also added CPAN 
dependancy ebuilds (to follow).  Needs 5.6.1 testing...

Thanks for your contribution.  However, a future version of Portage
will automatically be able to download and build Perl modules from
CPAN, so this ebuild would be obsoleted soon if it were accepted.
