after some testing it looks like the call
exec nice -n $PORTAGE_NICENESS "$0" "$@"
fails because $PORTAGE_NICENESS is empty (echo $PORTAGE_NICENESS returns 0)
but:
# /usr/lib/portage/bin/portageq envvar PORTAGE_NICENESS
3

this is really weird :-)

Please test this patch and if it's okay then I'll put it in the next regression fix release.
