On install, Skype notes:

 * Dont forget to configure your arts to work in Full-Duplex mode
 * Open controlcenter, go to "Sound & Multimedia"->"Sound System"
 * On the "Hardware" tab, check the box next to "Full duplex".

If KDE is not installed but aRts is, how is duplex mode enabled?  What file does the Sound System applet write to?

If Skype /requires/ full duplex mode, and this can only be enabled if all of KDE base is installed, shouldn't Skype depend on KDE base?

Well, by default your soundcard gets autodetected and given that it has full duplex support it should work out of the box.

Skype 1.3 and up now use ALSA so all these wrappers and stuff are no longer needed.
