I disagree. The entire world was emerged with the new gcc (4.0.2), and I *just* emerged kdelibs/base.
This specific errors up to now only manifested itself when building stuff with two different gcc versions. How many gcc version have you installed in this moment?

By the way, the emerge --info shows that distcc is installed, which it is, but it's disabled
