1) Is this feature request out-of-place?

2) A possibility might be to configure glibc (and other tools which are
locale-oriented) to use a specific locale, so when the base system is being
installed, only those character sets that matter to you get installed.  This
could speed up builds and reduce unneeded chaff in the system.  Could it be
worthwhile/appropriate to have a LOCALE variable in /etc/make.conf, or perhaps
an i18n USE flag?
