Got the same after syncing right now with portage-2.1_pre2, but there's no update.

 # emerge -av1 portage

These are the packages that I would merge, in order:

Maybe it's related: right above that message there was this:

(Could take a couple of minutes if you have a lot of binary packages.)

The "performing global updates" was related. It's fixed now and will be released in _pre3.
