The other Australian mirror in the rsync.au.gentoo.org pool (ftp.cc.swin.edu.au) is working fine. Also, while the 203.87.95.205 server claims to be "rsync3.au.gentoo.org", DNS has that pointing to ftp.cc.swin.edu.au (136.186.1.76). I tried a few other numbers, but none seem to point to 203.87.95.205.

This is not the case here AFAICT because I can access the http://isaiah.userfriendly.com.au/ site by name or IP without issue.
Removed 203.87.95.205 from rotation. CC'ing admin.
Any reply from that admin? It's been a solid month. If not, remove him from the ACL and all DNS entries.
