The cracklib dictionnaries are never regenerated.

For example, if cracklib-words is installed, the cracklib database never picks
up the expanded word lists (/usr/share/dict/cracklib-words).

I'd suggest running create-cracklib-dict in a cronjob.

a cronjob is overkill for something that rarely gets updated

Then propose an other way to regenerate the cracklib database whenever a file is
added to /usr/share/dict...
