magicfilterconfig fails to run because it expects /etc/magicfilter to exist and contain the filters. Creating the symlink fixes this, however the script still generates a printcap for lpr or possibly lprng, not sure offhand which. Suggest looking at Debian package; Debian's magicfilterconfig supposedly works with lpr, lprng, and cups, and is smart enough to figure out which one you've got installed.
