fbpanel completely ignores the CC and CFLAGS envvars, the attached patch
fixes this.  I imagine this problem doesn't affect very many people, and is
understandably very low priority(I only noticed it when my XC failed due to
incorrect CC).

  I'm tempted to suggest setting CHATTY=1 during make by default too, so it
is obvious what is happening.  That however is definitely a personal issue,
I just hate "hidden" builds.

Agreed.  I have set CHATTY=1 in addition to the changes in your patch.  Thanks.
