Bug 105384 – Request for adding PKG_CONFIG_PATH to incremental env-update variables

I'd like to have PKG_CONFIG_PATH added to the genenviron awk script. From the
pkg-config manpage:

ENVIRONMENT VARIABLES
       PKG_CONFIG_PATH
              A colon-separated  (on  Windows,  semicolon-separated)  list  of
              directories to search for .pc files.  The default directory will
              always be searched after searching the path; the default is lib-
              dir/pkgconfig:datadir/pkgconfig where libdir is the libdir where
              pkg-config and datadir  is  the  datadir  where  pkg-config  was
              installed.

Ping! Can we get this into portage? qt installs the .pc file in /usr/qt/3/lib/pkgconfig and we need a way a package can tell pkg-config where to look for additional files.

BTW, ignore the bin/emerge bit in the patch, it slipped through while making the diff.
