Installing media-libs/imlib-1.9.14-r3 requires media-libs/giflib.

./configure of imlib halt on 

checking for gif_lib.h... no
configure: error: *** GIF header not found ***

The issue would be in emerging giflib before imlib.

It explicitely depends on it, unmerge libungif if you have it and re-emerge giflib.
