IUSE set in moc is incomplete and configure script autodetecs installed optional 
dependencies and links with them, what is illegal according to gentoo policy

moc-2.3.0-configure.in.gentoo.patch

patch for configure.in. dissallow autochecks for optional dependencies, if
corresponding USE flag is not set.
i havn't send that patch to upstream, becouse i wanted someone more experienced
to look at it forst. if you think it's good, feel free to send it

Working on new USE flags over in duplicated bug.
