While trying to find what was changed in the man-pages package (after emerge
-vDatu world), I couldn't find the Changes file. Later look in the ebuild
revealed that it is not installed by default.
Steps to Reproduce:
1. emerge =sys-apps/man-pages-2.07
2. less /usr/share/doc/man-pages-2.07/Changes.gz
File not there.
See that file to check why version bump was needed.
Will provide a patch shortly.

And without even mentioning the changes in the Changelog??

it's a trivial change, no real gain in forcing a rev bump
