From use.desc:

static - !!do not set this during bootstrap!! Causes binaries to be statically 
linked instead of dynamically

Opera is available in two flavours with respect to linking with Qt specifically, 
so maybe a qt-shared or qt-static use flag could be added to use.local.desc 
instead.

do you really think that this is necessary i think the use flag is quite good 
for the purpose

I think this use flag, as is, pertains to packages that are compiled locally. I 
personally find that this choice of use flag doesn't accurately describe the 
install process for Opera.

The phrase "causes binaries to be statically linked" doesn't describe how the 
binaries are installed, namely by downloading them, unpacking them and then 
shifting them to the live system. When Opera is merged with the static use flag, 
nothing is being statically linked on the host on which Opera is installed.

A suggestion:

www-client/opera:qt-static - Installs binaries statically linked to Qt

If a user out there contemplates using the static version, this will explain 
exactly what is going to happen, and she or he can ask Opera which is preferable 
(even though the default ought to remove any doubt).
