serlook has dependency on mcopidl, which comes with kde-base/arts
If arts is not installed, build fails.

Reproducible: Always
Steps to Reproduce:
1.emerge -C arts
2. emerge sertool


Actual Results:  
checking for mcopidl... not found
configure: error: The important program mcopidl was not found!
Please check whether you installed KDE correctly.

Expected Results:  
Clean build

add dependency on arts in sertool ebuild
