Unable to limit per-ip connections with tcpserver. Allows one single IP to
run-away and efectivly DOS a machine, sometimes without trying.

The Limits Patch  for tcpserver

This would be a nice patch to have applied. Should compile cleanly even on
64bit and linux-like platforms (mac osx, ect)

Sorry, I have no idea which ebuild is this patch for and so I am not able to
assign this bug. Clarify and reopen.
