For large updates, portage should fetch packages in the background while it
compiles others. When emerging kde-meta recently, portage wasted a lot of time
downloading packages before compiling them when it could have downloaded them
while other packages were compiling. Implementing this feature could
significantly reduce 'compile' times, especially for users on slower connections.
