When you emerge sys-apps/kbd-1.12-r5 if fails immediately with the error

     !!! Files listed in the manifest do not exist!
     files/kbd-1.06-othervt.patch


Reproducible: Always
Steps to Reproduce:
1. as root, run "emerge =sys-apps/kbd-1.12-r5"

Actual Results:  
# emerge =sys-apps/kbd-1.12-r5
Calculating dependencies ...done!

Expected Results:  
Merge the package.  Either the patch is no longer needed and should not have
been included in the manifest, or it is needed and should have been included in
the package.
