autoconf-wrapper-3 fails to build net-snmp with
FATAL ERROR: Autoconf version 2.59 or higher is required for this script

reverting back to autoconf-wrapper-2-r1 works

Need to check AC_PREREQ in configure.{in,ac} as well.  Fixed in
autoconf-wrapper-3-r1.
