dhcpd(8) says -q only suppresses the copyright notice, but in fact any output to stderr is suppressed.

Reproducible: Always
Steps to Reproduce:
1. /usr/sbin/dhcpd -f -d eth0
2. /usr/sbin/dhcpd -q -f -d eth0

Actual Results:
