dhcpd always logs to syslog, even if -d is used.
It also suppresses ANY output to stderr if -q used, not only the copyright message. Will file a different bug about that.

Steps to Reproduce:
1. logger MARK
2. tail -n 1 /var/log/syslog/current
3. /usr/sbin/dhcpd -q -f -d eth0
4. tail -n 1 /var/log/syslog/current
5. logger MARK
6. tail -n 1 /var/log/syslog/current
7. /usr/sbin/dhcpd -f -d eth0
8. tail -n 1 /var/log/syslog/current

Actual Results:

root@copper:/service/dhcpd-1# tail -n 1 /var/log/syslog/current
