Every time I go to emerge -uDav world, net-wireless wants to either downgrade to
28_pre6 or upgrade to 28_pre8. Keeps going in a circle like that every time I
try to emerge -u world.

Reproducible: Always
Steps to Reproduce:
1. emerge wireless-tools
2. emerge -uDav world
3. emerge -uDav world
4. ..

Actual Results:  
A. after step #1, wireless-tools-28_pre8 should be installed.
B. step #2 causes it to dowgrate to 28_pre6.
C. step #3 upgrdes it again to 28_pre8.

Expected Results:  
Make up your mind, please...

Please provide the output of `equery depends wireless-tools` and `grep -R
wireless-tools /etc/portage/*`

Do you have kde-base/kdenetwork installed by any chance? If yes, which version?

Yes, kdenetwork-meta is installed - version 3.4.1. Probably is the 'parent' of
kdewifimanager.

This is the result of bug #94719 - marking as duplicate although it's not really
a duplicate, only a side-effect.

If it's a side effect then this should be marked as a dependency of that bug,
not a duplicate of it.

That's what the "depends on" field is for ;)
