When I try to build a simple kde program with kdevelop the ./configure step
fails. It doesn't find any kde environment.

Please add in kde-env-3-r3.ebuild the "KDEDIR=/usr/kde/3.3" entry.

kdevelop-3.2.1-r1 should have a workaround for 
https://bugs.kde.org/show_bug.cgi?id=104386, you can try that version.
