etc-update gives following error in tr_TR.UTF-8 locale because in turkish upper(i) != I [ for reference: http://www.i18nguy.com/unicode/turkish-i18n.html ]

Looking through the batch of bugs, I'm not sure that some of these are 
actually fixed in stable. Others, the requirements have possibly changed after 
the initial fix was committed. 
 
If you think this bug has been closed incorrectly, please reopen or ask that 
it be reopened.

It's still there with portage-2.1 and patch is still valid :P
