Bug 96321 – failed to emerge gsed on OS X 10.4.1 (Tiger) when runnig emerge system for the first time

After installing portage on OS X 10.4.1 (Tiger) and running emerge --sync the first time, emerge system 
fails.  This is being discussed at

A work around the problem is posted there also.

Reproducible: Always
Steps to Reproduce:
1.Run the installer for Portage in OS X 10.4.1 (Tiger) and follow directions for finalizing the install
2.emerge --sync
3.emerge system

Actual Results:
