Current stable version of rssh does support configure option

   --with-cvs

to enable restriction of users to only use cvs via ssh.

Please refer to http://bugs.gentoo.org/show_bug.cgi?id=33118

Since this is in the upstream source it should be able to enable this configure option e.g. via new cvs 
USE flag.

the cvs support is autodetected, adding the configure option is pointless
