Currently the maximum SLOT of PHP of 8.3 is forced on moodle 5.0, though 5.0 already supports PHP 8.4 as documented upstream on https://moodledev.io/general/development/policies/php#php-84

Steps to Reproduce:
1. Install php:8.4
2. Install moodle >= 5.0
Actual Results:  
See moodle forcing the install of php <= :8.3

Also allow php:8.4
