xmingw install the cross compiler gcc into /opt/xmingw/. For every package that
you want to cross compile you have to manually insert the path for the include
libraries, executables, etc. 
I propose to let gcc-config choose a "xmingw" profile.

xmingw is already fixed to install an env.d which adds itself to PATH/etc...

gcc-config wouldnt really gain you anything now
