If a daemon, etc somehow quits or dies and is not stopped via the initscript the
initscript system reports '!!' and refuses to do anything.  You have to go into
/mnt/.init.d/started and manually delete the file.  This behavior should be
fixed so if it can't stop the service it removes the files and assumes the user
knows what he is doing or at least provide a 'clean' option to remove the files.

This is implemented.  Use the "zap" option.
