Follow up to bug #945783 given libplacebo is also stable on these two arches. Required to remove the various shaderc USE masks for libplacebo, and then drop USE=glslang in favour of it.

shaderc is mostly wrapper to glslang, and given glslang is already stable on these arches there "should" be no issues.
