Now that we have bug 934784 done, to reap the benefits of the change as discussed over there, we need to change either:
* the default location for just-made binpkgs, or
* the default location for fetched binpkgs

I think the latter makes more sense and would be less disruptive too.

It would be helpful to have eclean-pkg support for the alternative binpkg location(s).
