I just noticed that libbpf-1.4.5 is not yet marked stable.
It makes sense to do this now to align with the currently stable bpftool, which is already much newer than the currently stable 1.3, and before doing more work on bpftool/libbpf packaging. An update to the latest libbpf-1.4.6 would have been nice but is not critical.

The STABLEREQ keyword has no purpose since we introduced the Stabilization component.

Cancelling this - unless someone complains it's probably better to do this for 1.4.6.
