sys-fs/encfs-1.2.1.4 stable request

- works fine overhere x86 for 1 month
- no existing stable in cvs
- no bugs-in-zilla

same for the depend dev-libs/rlog-1.3.6

I can't mark encfs x86 stable until rlog is marked stable as well.
