What do you mean with "lacks"? Is there one, that doesn't get installed? If not, then it's more appropriate to file your request to the mii-diag authors. mii-diag is distributed as a single C source file (not even a tarball) - so no, there is no man page and probably won mii-diag is distributed as a single C source file (not even a tarball) - so no, there is no man page and probably won´t ever be one.
